With an announcement that pairs generosity with a firm ultimatum, the United States has vowed $2 billion for United Nations emergency relief programmes. However, this contribution came with a stark warning for the global organization: it must "change or face irrelevance."

A Significant Pledge Amid Wider Funding Cuts
