The Former President's Progressive Alarm Misses Europe's True Danger: Technological Stagnation.

Donald Trump's national security strategy presents a flawed assessment of Europe. It claims that open-border policies and what it terms "progressive" agendas represent an existential threat to the continent's identity. Yet, this perspective rests on a fundamental misreading of the reality. The true danger facing the EU is not societal but economic and technological lag.

A Glaring Growth Divide Separating the US and Europe

The data paint a sobering picture. Between 2008 and 2023, American economic output grew by 87%, compared to a paltry thirteen and a half percent increase for the EU. Over this period, European income per person fell from 76.5% to just half of the American figure. Strikingly, even the poorest US state now boasts a higher per capita income than several leading European economies like Italy and France.

Today, about half of the world’s 50 largest technology firms are US-based, while only four are European.

The Technological Shortfall: A Critical Problem

This widening disparity stems from stronger efficiency gains in the United States, fueled by breakthroughs and higher total factor productivity. The scene of global tech leadership is overwhelmingly US-centric. In the last five decades, 241 US firms have scaled into companies valued at more than $10bn, compared with only fourteen in Europe.

This gap raises a vital issue: As the competition for future industries like AI, semiconductors, and quantum computing, what is the EU stand? Experts widely concede it is largely a two-horse race involving the United States and China, with Europe starting at a clear handicap.

Root Causes of Europe's Technological Lag

Several key reasons account for this technological divide.

  • Venture Capital: The United States has a far deeper and agile network for funding startups. Europe still lacks a true unified investment market, a factor that limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hinder European business. A American entrepreneur can launch a product under a single set of laws to access a consumer base of over 330 million. The European Union, despite a larger population size, is divided among twenty-seven different national systems, creating significant internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In some EU nations, a startup's collapse was historically viewed with penalties, whereas in the United States, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has weakened its capacity for pioneering research.

A Path Forward: Reasons for Cautious Optimism

Despite these hurdles, one can find reasons for optimism. Policymakers are growing more conscious of the existential challenge and have started to propose substantial change. Notable reports on EU competitiveness and the internal market point to the necessity of major changes.

Given appropriate policies and regulatory reforms, these assets could support much higher levels of business-led breakthroughs.

Europe still possesses considerable advantages: skilled human capital, top-tier schools and universities, and world-class labs. Alongside a vast domestic consumer base and high savings rates, these elements have the potential to trigger a new wave of investment and entrepreneurship.

Importantly, even if Europe does not become the leader in creating next-generation tech, it can still dramatically boost economic output by adopting and adapting advancements from other regions.

A Critical Juncture

Europe now stands at a critical crossroads. As the saying goes, decline often happens "slowly, then all at once". To date, the continent's slide in innovation has been gradual. But, if it fails to take decisive action to address its deep-seated problems, today's slow erosion could turn into a rapid and permanent decline in global economic relevance.
